Community Development

The Community Development Department is dedicated to the betterment of our community by ensuring quality developments and economic growth through excellent customer service, which adheres to the goals established by the residents, Mayor, and Village Board.  Staff is committed to educating the public and protecting the safety and well-being of our residents and business community. 

The Department provides assistance to local businesses, residents, and developers through program administration of building inspections and plan review, planning and zoning, code enforcement, and economic development.

Online Permitting now available for all issues related to building permits, code enforcement issues, and new business certificate of occupancy. 

  • Building Permits - The Department reviews building permit applications and inspects construction to ensure compliance with applicable codes and ordinances to ensure the safety of residents and the public. Apply online through the online permitting portal.
  • Planning and Zoning - The Department ensures that appropriate land uses are determined and reviews all development proposals for conformance with zoning regulations.
  • Code Enforcement - The Department works with property owners to ensure that property is properly maintained to protect public safety and property values. To file a complaint, please login to the online permitting portal and select Report.
  • New Businesses - The Department works with all new businesses to help guide them through the process of opening a new business and obtaining a certificate of occupancy and a business license. To begin the process, go to the online permitting portal and select Apply, then New Business / Zoning.
  • Economic Development - The Willowbrook Economic Development Partnership works with property owners, brokers, and businesses to bring new businesses to the Village and retain existing businesses to ensure a strong economic base within the Village.

Additional Resources

On April 14, 2025, the Village Board passed Ordinance 25-O-08, officially adopting the updated Village of Willowbrook Comprehensive Plan. This plan serves as a roadmap for the community’s future growth, development, and land use. It marks the first full revision of the Comprehensive Plan since its original adoption in 1966.
