  • Willowbrook residents can register at the Village Hall during regular business hours (Monday - Friday, 8:30 am to 4:30 pm), at any other municipality and most libraries located within DuPage County. You can also register at:

  • The Village Board meets on the second and fourth Monday of each month at 6:30 pm. Board meetings are held at the Community Resource Center located at 825 Mideay Drive, Willowbrook, IL. Exceptions to this meeting schedule occur in the months of May and December due to the Memorial Day and Christmas holidays.

  • Federal law requires municipalities to obtain, verify, and record information that identifies each person who opens or attempts to gain access to a water account. When you open a water account, we will ask for your name, address, date of birth, and other information that will allow us to identify you. We will also ask for a copy of your driver's license or alternate government-issued picture ID.   • We are very confident the service we offer meets your expectations. In the event it does not, we offer this policy for most of the activities we administer. The Willowbrook Parks and Recreation Department offers its Program Assurance Policy for all the recreation activities we administer. Excluded are trips and adult sports leagues. If you are not satisfied, we will arrange for your choice of the following:
    1. You may repeat the activity at no charge
    2. You may receive credit for another activity
    3. You may receive a refund
    Please note that any request must be made within five days after the second class meeting. You may be asked to complete a form indicating your concerns so that we can take the appropriate steps to correct the program. Your comments and suggestions will enable us to serve everyone better.

    The parks locations are shown on the Willowbrook Parks Map and the amenities are also detailed in the seasonal Fun Guide that can be found online and is mailed to Willowbrook residents three times a year.

  • Generally, permits are necessary for organized athletic groups and large gatherings. See the Park Permits section for more details. In other cases, permits are not necessary but securing a permit ensures the area that you wish to use will be reserved for you.

    • Fast Track Registration: You can complete your registration for all of our activities by phone with our Fast Track Registration. By coming into Village Hall one time and signing the waiver, which is then stored into our computer system, you will be able to make future registrations by simply calling Village Hall at (630) 323-8215 and paying with a credit card.

  • If you do not hear from us, you can assume that you are in the class and the class will take place as advertised. If the class has been filled, you will be notified by phone and advised that you have been placed on a waiting list. You will again be called if an additional space becomes available. We make every effort to make additional spaces available but early registration is the best way to ensure getting into a class. If the class has been cancelled due to a low enrollment, all those registered will be notified by phone several days before the start of class. We make every attempt to conduct our activities. Full refunds are issued for cancelled classes and are automatically processed.

  • Requests for a refund made before the first meeting of the class are honored with a "no questions asked" policy. The Village will also issue refunds if a participant needs to cancel due to medical reasons provided that a doctor's note is submitted. Refunds are also granted under our Program Assurance Policy if you are not satisfied with the program.

    Refunds are subject to a $4 check-processing fee. Please allow at least two weeks for the refund check due to the timing of the Village Board meetings where check requests are presented.

  • Any suspicious or potentially dangerous activity should be reported immediately to the Willowbrook Police by dialing 9-1-1. The Village of Willowbrook aggressively prosecutes vandalism.   • The Plan Commission meets once per month, on the first Wednesday of the month at 7:00 pm. Plan Commission meetings are held in the Community Resource Center at 825 Midway Drive, Willowbrook, IL. If there are no items or applications on the agenda, the meeting may be cancelled.

  • Generally, No. Village code states that no person shall park any vehicle between the hours of two o’clock (2:00) A.M. and six o’clock (6:00) A.M. of any day, except physicians on emergency calls, on any street in the Municipality. (Ord. 63-O-34, 12-23-1963; amd. Ord. 20-O-22, 6-8-2020 ). -- Requests must be received submitted online prior to 12:00 AM cut off. -- Overnight parking requests received after 12:00 AM may be subject to citation. -- Overnight parking requests left on Police Department voicemail will not be honored. -- Overnight parking will not be granted when there is one inch or more of snow fall. -- Overnight parking permission does not exempt any other Village parking regulations as listed in Village of Willowbrook Municipal Code. If you need to park your vehicle overnight, please submit your request online using the link below.  

    Beginning July 1, 2020, you will be limited to 3 nights per month.

The violation occurs when the entire vehicle is behind the white stop line of the intersection when the light turns red and then the driver continues through the intersection despite the red light.

Red Light Enforcement

    The payment slip is addressed to PO Box 35131 in Seattle, WA.  This is the payment processing center used by Verra Mobility, the provider that manages our red light program.  An example of an automated red light enforcement citation can be viewed here(PDF).

  • A vehicle registered or leased to you was photographed by an automatic camera connected to a traffic signal. These cameras are only active when the light is red. Vehicles crossing the stop bar after the light turns red are detected automatically and three photographs are taken. Superimposed on each photograph is the date, time, location and how long into the red signal the violation occurred.  An example of an automated red light enforcement citation can be viewed here(PDF).

  • You may pay the violation through the mail, in person at the Village Hall, or online. Make sure to have your citation with you as the citation number and PIN will be needed to make payment.

  • No, this citation is not considered a moving violation. It is a civil citation holding the registered owner or lessee responsible for the violation (similar to a parking ticket). This does not get reported to the Secretary of State and does not affect your driving record.  No points can be assessed for this violation and it will not increase your insurance rates.

  • Yes, you may request an Administrative Hearing by mail or online. Failure to pay the civil penalty or to contest liability in a timely manner is an admission of liability and may result in a suspension of the driving privileges of the registered owner of the vehicle. If you request a hearing by mail, you will be notified in writing of the court date, time and location. You may also contact the Willowbrook Police Department at (866) 790-4111 to request a hearing.

  • It is unlawful for any organization to engage in solicitation within the Village of Willowbrook unless the organization has obtained a permit from the Village. Solicitation hours within the Village are between nine o’clock (9:00) A.M. and nine o’clock (9:00) P.M. or dusk, whichever is earlier. No organization shall engage in commercial solicitation at any time on a Sunday or any state or national holiday. Solicitation is only allowed between April 1 and October 31. The following is a list of approved charitable organizations that have obtained a permit to solicit at street corners: --There are currently no charitable organizations that are allowed to solicit at this time.   • Yes, solicitors within the Village of Willowbrook must apply for and be approved for a permit to solicit in any residentially zoned district within the Village.   Solicitors must also adhere to specific guidelines and rules regulating door-to-door solicitation.  Charitable solicitors under the age of 17 and those engaged in canvassing shall not be subject to permitting.

  • There is an application packet that must be obtained in person at the Willowbrook Police Department.  

    The following must be submitted with the completed application:

    • Solicitor Permit Fee $75.00; additional $35.00 fee per solicitor
    • Solicitor Permit Transient Merchants Fee $100.00; additional $35.00 fee per solicitor
    • An approximately 2" x 2" photo for each person soliciting, i.e. passport photo
    • Copy of Government issued ID for each solicitor
    • Copy of any literature to be handed out and/or Business card
    • Certificate of Insurance (Village of Willowbrook named as an additional insured)
    • Written statement issued by Attorney General of Illinois indicating compliance with 225 ILCS 460/1 and 225 ILCS 460/3 (applies to charitable solicitation)
    • Copy of annual report filed with the Attorney General of Illinois pursuant to 225 ILCS 460/4

  • Applicants must indicate whether they have ever been convicted of the commission of a felony or have been convicted of a misdemeanor for a crime involving moral turpitude or truth and veracity, under the laws of the State of Illinois or any other state, or of a Federal law of the United States and the nature of any such conviction (applies only to commercial solicitation).

  • Yes, per Village Ordinance, all solicitors should have a Village solicitor’s photo ID badge visible on their outer garment at all times when they are engaged in soliciting within the Village.  All solicitors and canvassers are required to immediately identify themselves and the purpose of the solicitation or canvassing activity.  If a solicitor does not display and cannot produce a solicitor’s photo ID badge or permit, they may not be licensed to solicit within the Village and may be reported to the Willowbrook Police Department by calling 911.

  • Per Village Ordinance, solicitors:

    • Must cease solicitation upon owner or occupant request;
    • Must obey posted “No Solicitor” signs;
    • Must display their photo ID license conspicuously on their outer garment at all times while they are engaged in soliciting;
    • May only ring bells, knock or engage with residents for solicitation between the hours of 9:00 a.m. and 5:00 p.m., Monday through Saturday (at no time on Sundays or holidays) during the months of April through October.  No solicitation or canvassing is allowed November through March or at any time of the year on Sundays or state holidays.

  • Charitable organizations with an approved solicitation permit can solicit donations within a 100 feet distance along each leg of the approved intersection.  All solicitors must wear the high visibility vest and be at least 17 years old.  The Village of Willowbrook solicitation permit identification should be prominently displayed at all times.

  • Solicitation is not allowed at any location where it is clearly marked with a "No Solicitation" notice.

  • Under the Village Ordinance, certain solicitation practices are unlawful and prohibited.   Per Ordinance, solicitors may NOT:  

    • Continue to solicit upon any premises after having been requested by the owner or occupant to leave;
    • Solicit upon a premises posted against solicitation or peddling;
    • Use a plan, scheme or ruse, or make statements to indicate or imply that the purpose of the solicitation is other than to obtain orders or sales;
    • Cheat, deceive or fraudulently misrepresent while acting as a solicitor within the Village;
    • Interfere with vehicular, bicycles, or pedestrian traffic on any public right-of-way.
